The Board of Johnson County Commissioners opened sealed bids Monday, Aug. 25, 2025, for the county 2025 local mill-and-overlay project and directed staff to qualify the respondents and return a recommendation at the next meeting.
County staff read eight sealed bids aloud to the board. The amounts announced were: Howard Companies, $846,658.50; All Star Paving Inc., $892,579.37; Climate Civil Contractors, $909,704.50; E and B Paving LLC, $903,315.41; Grady Brothers Inc., $917,093.00; Reeth Riley Construction Company, $942,995.20; Midwest Paving LLC, $945,369.69; and Milestone Contractors LP, $950,605.50. A bidder identified as Calumet was acknowledged but an amount was not recorded in the public reading.
A commissioner moved to "turn over to Luke and Daniel to qualify them and come back at our next meeting with a recommendation." The board seconded the motion and voted in favor. The motion carried.
The board did not award the project at the Aug. 25 meeting; staff were directed to verify bidders 27 qualifications and return with a recommendation. No bid protest, bonding, or award-specific deadlines were recorded in the public reading.
Why it matters: The mill-and-overlay contract will determine which contractor performs near-term pavement preservation work under the county 27s 2025 road program and establishes the baseline price for that work.
