Planning commission finds Midpeninsula Open Space Districts La Honda acquisition conforms to county general plan

The San Mateo County Planning Commission on May 14 reported that the Midpeninsula Regional Open Space Districts proposed purchase of a 273-acre parcel in rural La Honda conforms to the county general plan.
Project planner William Gibson told commissioners the parcel, APN 080-360-010, would be acquired and maintained in its current condition and added to the Russian Ridge Open Space Preserve. Gibson said the countys review is limited under Government Code section 65402 to the location, extent and purpose of the proposed acquisition and is advisory; it is not an approval or disapproval of the acquisition itself.
Gibson said the 273-acre parcel is zoned TPZ and consists of former grazing land and open space; it is adjacent to Russian Ridge and Skyline Ridge preserves. Staff concluded the acquisition is consistent with county general plan policies on vegetative, water, fish and wildlife resources; soil erosion; visual quality along scenic corridors; and park and recreation policies that encourage open-space acquisition by park providers.
No public comment was received on the item. Commissioner Hansen moved that the planning commission find the proposed purchase conforms to the adopted county general plan; Commissioner Ramirez seconded. The commission voted: Commissioner Gupta—Aye; Commissioner Hansen—Aye; Commissioner Ramirez—Aye; Chair Serrano Quan—Aye. Motion carries.
The countys conformity determination is advisory and does not require environmental analysis under the terms of the government-code conformity review; future management and any use changes would be governed by Midpeninsula Regional Open Space District and applicable regulations.
