Council OKs speed humps and LED warning signs at Eva Innis Splash Pad crossing

The Smithfield Board of Commissioners approved the Parks & Recreation and Public Works recommendation to install permanent speed humps and solar LED warning signs at the pedestrian crossing between Smith Collins Park and the Eva Innis Splash Pad.
Parks and Public Works staff recommended two speed humps (one on each side of the crossing) and solar-powered LED signs that flash 24 hours a day. Staff presented contractor pricing of $4,750 for the speed humps (Denton Contracting LLC) and $1,798 for the signs (plus shipping and installation hardware). Staff said total project cost is expected not to exceed $7,000, which is under the $10,000 the council allocated in the FY2025–26 budget for the safety improvement.
“Once we have the signs installed, the contractor is ready to begin; rain could delay the start but the contractor said he could begin at the end of this week or the beginning of next week,” Parks and Recreation/Public Works staff said during the meeting.
Council clarified whether the town planned “speed humps” or the narrower “speed bumps.” Staff said the installation will be a permanent, affixed traffic-calming device similar in structure and height to the existing hump in front of Smith Collins Park and that motorists will need to slow significantly to cross safely. Staff told council that signage must be installed before the humps are put in place.
A motion to approve the installation passed unanimously. Staff estimated the work could be completed within about 30 days after the signs are delivered and installed.
