Town updates West Market Street multiuse trail; design advancing under NCDOT review

Town planning and engineering staff presented an update on the West Market Street multiuse trail, reporting that the project is moving through final design after receiving a CMAQ and a CRP grant from the North Carolina Department of Transportation (NCDOT).
Planning staff said the town engaged Kimley-Horn under a professional engineering contract and that survey work and 30% plans have been completed. NCDOT has reviewed the 30% submittal and staff said work now continues toward hydraulic modeling, no-rise certification and preparation of 90% plans and specifications for drainage, erosion control, utilities and any lighting the design requires.
“The town received CMAQ and CRP grants from NCDOT in 2023,” Steven, planning staff, told the council. He said the grants combine to slightly more than $1.7 million by staff’s account (one grant “over $1,200,000” and the other just over “$500,000–$600,000” in the presentation) and that the town’s local share will be roughly 20 percent of the total. Staff said substantial completion is expected in 2027 under the current schedule, with 90% plans targeted for August 11, 2025.
Staff noted substantial floodplain and floodway constraints along the corridor and said much of the trail will require hydraulic modeling and attention to drainage; a significant portion of the alignment lies in public right-of-way, although a few segments will require access across private property or temporary right-of-way. The project will include a multiuse trail on one side of Market Street, sidewalks and connections to bridges, and where the alignment crosses or connects to commercial driveways the design shows bollards and other separation treatments.
Council members asked about safe pedestrian crossings at busy intersections near businesses such as McDonald’s and Dollar General; staff said NCDOT will generally permit midblock pedestrian crossings at signalized intersections and that any crossing at state routes will require study and coordination with NCDOT.
Staff said the next public outreach step will be a mailed postcard to affected property owners inviting comments. Construction bidding will follow final design and right-of-way acquisitions as required.
