The Lompoc Planning Commission on Aug. 13 voted 4-0-1 to adopt two resolutions recommending that the City Council approve amendments to the city general plan, zoning code and zoning map to make them consistent with the Lompoc Airport Land Use Compatibility Plan (ALUCP).
Planning staff told commissioners the package would add an airport overlay designation to the general plan land-use table, update wording in Policy 6.3, insert new noise diagrams, and adjust the land-use and zoning maps to reflect ALUCP influence areas. The Santa Barbara County Association of Governments (SBCAG), acting as the Airport Land Use Commission, reviewed the proposed amendments on June 26, 2025, and determined they are consistent with the ALUCP, staff said.
Staff said zoning-code changes include an updated airport overlay zone description, a footnote to the table of uses clarifying what applies within the airport overlay, replacement of references to an older airport approach overlay and aircraft clearance zone with a single airport overlay, and a new definition of “airport influenced area.” Staff also said some safety-element language and diagrams were previously updated and will go to council in September. The presentation included a recommendation that the commission adopt resolutions recommending approval by City Council.
There was no public comment on the item. The commission voted separately on two resolutions: Resolution 1019(25) recommending approval of the amendments to the general plan and maps, and Resolution 1020(25) recommending approval of the corresponding zoning-code amendments. The commission chair moved each resolution; votes were recorded as 4 yes, 0 no, 1 absent. Commissioner Beverly was recorded as absent; Commissioners Gonzales, Bridal, Cox and Hurd were present and participated in the vote. The city attorney advised the commission to vote on the resolutions separately before the roll calls were taken.
If approved by City Council, the changes would add the airport overlay designation to the general plan land-use map and the zoning map, reference Federal Aviation Administration regulations where appropriate, and replace the previous approach-overlay and clearance-zone mapping with the ALUCP-aligned airport overlay that shows review areas 1 and 2. Planning staff said the item will be forwarded to City Council for final action; the Planning Commission’s role was to recommend approval.
The commission adjourned to its next regular meeting on Sept. 10, 2025.
