The Public Works and Utility Committee recommended that the village board approve a three-year professional services agreement with HydroCorp on Aug. 11 to perform residential cross-connection inspections and related coordination for a contract total of $103,555.96.
Staff explained the contract will provide scheduled inspections for residences that missed cross-connection checks during the village's 2016–2018 meter change-out program and for newer subdivisions. The contract covers approximately 1,080 residential inspections over three years, with annual prices that rise slightly year to year (first-year annual cost about $27,645). The committee heard that HydroCorp already performs the village's nonresidential inspections.
Public works staff described the enforcement process under state rules: HydroCorp schedules and conducts inspections, issues a remedial letter if deficiencies are found and provides a reinspection when the homeowner reports corrections. If a homeowner does not remedy a violation after follow-up notices, the village will issue a final compliance letter that sets a date for water service disconnection if the condition is not resolved. Staff identified the legal basis for enforcement as the Wisconsin Department of Natural Resources cross-connection rules and the Wisconsin plumbing code.
A committee member moved to recommend the village board approve the three-year HydroCorp agreement totaling $103,555.96; the motion was seconded and approved by voice vote. Staff said HydroCorp will provide scheduling and reporting logs, and village staff will coordinate and, if necessary, send compliance or shutoff notices consistent with DNR and state plumbing code requirements.
