The Public Works and Utility Committee approved change order No. 3 on Aug. 11, increasing the Boston Avenue construction contract by $53,018.53 to address unexpected subgrade conditions discovered during excavation.
Public works staff said crews encountered lenses of organic, peat-like material beneath the roadway that were unsuitable for long-term pavement support. Staff described initial attempts to use existing stockpiled material and then the decision to bring in sand from the Fuller Street project to achieve a stable roadway base. The use of sand fill was estimated at roughly 2,000 cubic yards and staff noted the village had a larger stockpile available from other projects.
Staff told the committee the change order covered additional excavation and placement of better structural fill; the total increase of $53,018.53 keeps the project under the original contract amount. The committee moved, seconded and approved the change order by voice vote.
Staff said they would continue to monitor excavation findings and return any future adjustments to the committee for review.
