Harrison County Commission approves multiple funding requests, grant applications and appointments

At its Oct. 1 meeting, the Harrison County Commission approved a series of routine and project-specific motions: funding for veterans and conservation projects, bond and grant actions, appointments, and several budget and procurement items.
Harrison County Commissioners on Oct. 1 unanimously approved a batch of funding requests, grant applications, appointments and administrative motions, including money for Veterans Day activities, dam maintenance, and trail repairs, and moved several grant applications forward for Homeland Security funding.
The commission approved a request from VFW Post 573 for $2,500 to support Veterans Day activities, and later approved $8,000 for operation and maintenance of the Salem Fork site-control dams at the request of the West Fork Conservation District. The commission also approved routine items on the consent agenda, payroll change notices and minutes from the Sept. 17 meeting.
The commission approved two small project fund requisitions tied to previously issued bonds: a series 2008-a requisition for $3,797 and a series 2016-a requisition for $987.50.
Resolutions accepting Department of Homeland Security awards for election security equipment and law enforcement Level IV body armor plates were approved, and the commission authorized filing applications for leftover fiscal year 2022 and 2023 Homeland Security grant funds for radios, radio tuners, backup generators and aerial surveillance (drones).
Commissioners appointed Jim Copenhaver to the Ambulance Authority Board and approved travel for 9-1-1 staff to attend cybersecurity training at West Virginia Northern Community College’s Martinsburg campus on Oct. 27, 2025.
The commission took a number of other formal actions: it accepted a copy of the will of the late Casey Emmett Wertheim for probate purposes; approved a modest reallocation within the prosecuting attorney’s office budget ($10 to overtime and $25 to charges by other government units, moved from materials and supplies); and directed staff to begin working with municipalities on funding for an animal control facility (see separate article).
Several items were set for further consideration: the fire service request for proposal review and a proposal to change the public comment process to email-only (agenda items 11 and 12) were tabled for further review and rescheduled for a future meeting.
The meeting concluded after the commission confirmed an administrative allocation of funds to the Rails-to-Trails project and adjourned.
