The Cibolo City Council voted to order a special election to submit a slate of proposed charter amendments to voters on Nov. 4, 2025.
Peggy Simmick, city secretary, told council the Charter Review Commission met and approved a set of proposed changes to the City Charter. The council can either consider each amendment individually for placement on the ballot or approve all proposals for voter consideration; council chose to place the set of proposed amendments on the ballot.
The proposed amendments cover a range of housekeeping and governance items, including revising charter language to remove provisions that duplicate state law, clarifying terms such as “places” and “at large” for council seats, adjusting mayor and council compensation provisions and updating language governing city personnel and administrative processes. Several propositions clarify language about qualifications, election terminology and alignment with state law.
Council approved the order calling the special election (agenda 11A) and the order for the general election to elect the mayor and council places 2, 3 and 7 (agenda 11B). Motions to place the charter propositions on the Nov. 4 ballot were approved; the city secretary will forward the order to Guadalupe County for election administration and publication.
Why it matters: Approved charter amendment propositions will be decided by city voters in November; they range from technical clean-up to changes in office titles and pay language.
What’s next: Staff will transmit the election order to the county, publish required notices and prepare the language that will appear on the ballot.
