City Manager Brian Reid and Finance Director Anna Miranda presented the proposed fiscal year 2026 budget to the Cibolo City Council, describing the document as a “bridge” that funds market pay adjustments, continues street rehabilitation and sets money aside for future water acquisition.
Reid told council the FY2026 proposal is the first budget that no longer relies on American Rescue Plan Act funds to maintain market pay for public safety; instead, the city is fully funding salaries within baseline operations. The proposed budget includes: - Full-year funding to maintain prior market pay adjustments for police and fire and an additional market adjustment for other staff; a 2 percent cost-of-living adjustment is included for staff.
