The Hickory City Council unanimously approved the voluntary, non-contiguous annexation of 5.43 acres owned by the Catawba County ABC Board at 3370 Springs Road NE during a public hearing Aug. 19.
Planning staff described the property as nearing completion of construction and said the request meets applicable state statutes and the city’s annexation criteria. "This is ... a new model that ABC is working on across the state," Planning Director Brian Frazier told the council, describing plans for a retail ABC store and associated warehouse on the site.
No one spoke in opposition during the public hearing; staff recommended approval based on findings that adequate public services are available and the annexation should not lower service levels below acceptable standards. A council motion to approve the voluntary annexation carried unanimously.
The property lies near the Springs Road and Section House Road intersection, adjacent to existing development including shopping centers and planned residential projects. Staff said the site’s current county zoning of NC (neighborhood commercial) is consistent with the intended city use and that city services can be provided. The annexation was presented as voluntary and non-contiguous, and staff said it complied with state statute requirements for such petitions.
Council also approved a series of routine items on the consent agenda, appointed Lauren Whipple to an at-large seat on the Public Art Commission and reminded residents to sign up for the city’s CodeRED emergency notification system ahead of hurricane season.
