Port Richey City Council on Aug. 12 tabled two agenda items — amendments to the city’s sign code and the Waterfront Overlay District — and scheduled a focused workshop to refine the rules before sending changes back to the Planning & Zoning Board.
City Manager Andrew Butterfield and staff told the council that the sign code is long and complex and that the Waterfront Overlay District contains place‑specific language that may not match the council’s current vision for the waterfront. Council members said they want to be business friendly while protecting the character of the waterfront area.
Some business owners are waiting to replace failing signs, and council members signaled an interest in allowing limited digital signage in the overlay district. Planning & Zoning had not recommended a change and instead asked for clearer direction from council about the waterfront vision.
Council action: the council voted to table agenda items 7 and 8 and to hold a workshop; staff and P&Z will prepare revised language for the sign code and the Waterfront Overlay District and bring a consolidated ordinance back to Planning & Zoning and then to council. The workshop was scheduled for Monday at 1:00 p.m. to accommodate stakeholder input.
Next steps: staff will assemble materials, benchmarks from other municipalities, and draft language including digital‑sign parameters and the city’s wayfinding work for the workshop. The council asked staff to include business and public comment opportunities as part of the process.
