County staff recommends rejecting single bid for crash-rated security barriers after high pricing

County staff recommended rejecting the lone bid received for crash-rated security barriers after reviewing pricing for two county facilities.
Personnel Manager Melissa Hawk told commissioners the sheriff's office solicited bids for crash-rated bollards and selected planters for the Law Enforcement Center (LAC) and the Government Center. The lone responsive bid priced 34 bollards for the LAC at $7,889.67 each ($268,248.78), three planters at $15,959.49 each ($47,878.47) and 58 bollards for the Government Center at a total of $457,600.86. Hawk said the combined total for both sites was $773,728.11, and staff recommended rejecting the offer and taking no further action. She said the sheriff plans to return with a different plan in the FY26 budget process.
Commissioners asked why only one bid was received; Hawk said the IFB was posted widely (county website and Georgia Department of Administrative Services) and she could not explain the lack of additional responses. The board did not take a formal award action during the work session; staff recommended the rejection and future consideration in the budget process.
