Experts, communities press for limits as groundwater nitrate contamination persists

A panel convened by the State Water Resources Control Board heard competing views on whether current data are sufficient for numeric limits on nitrogen application and discharge, and community advocates described ongoing health and water-supply harms from nitrate contamination.
Panelists from the State Water Board and regional boards presented recent data and analytical work showing widespread nitrate in shallow groundwater in parts of the Central Valley and Central Coast. Mary Hamilton, manager for the Central Coast irrigated lands program, told the panel that "la carga de nitrato continua muy excesiva" in parts of the Central Coast and highlighted a 44% exceedance rate of the nitrate maximum contaminant level in one county in 2024.

Academics and community groups said existing data — combined with decades of research and recent groundwater monitoring — support recommending limits targeted at the highest dischargers, while some industry and regional staff urged more time for improved data standardization and outreach before setting statewide numeric limits.

They emphasized that focusing enforcement and incentives on the highest dischargers will capture a disproportionate share of the load.
Public comment and community concerns Dozens of public commenters — many representing communities dependent on shallow wells — described health impacts and replacement-water costs, and asked the panel to recommend binding limits. Several speakers noted that remediation of nitrate in groundwater is slow and expensive and that delaying regulatory limits shifts costs to residents and municipal systems.
What remains undecided Panelists were divided on timing: some urged a recommendation for limits now, combined with data-quality and outreach requirements; others urged using the next months to finish standardization and validation to ensure limits will be enforceable and equitable across regions and farm sizes.
Ending Panel co-chairs closed the day by scheduling further analysis and asking the State Water Board staff to provide cleaned, field-level INP/INMP data and the academic analyses requested by the experts prior to the panel's next meeting.
