Williamsburg City Council on Aug. 14 approved a series of contracts and resolutions, including a 40‑year right‑of‑way agreement for Dominion Energy to install service lines to the new police station, authorization to buy furniture for the new police building, purchase agreements for a Pierce pumper and a Pierce aerial tower, and an ordinance raising selected parking fines.
The council opened the meeting with routine business, approved the July 10 minutes, and then took up a public hearing and vote on a request to grant Dominion Energy an easement that will run behind the public works yard to serve the new police station and its planned EV chargers. After a short staff presentation and no public comment, the council voted to authorize the city manager to execute the right‑of‑way agreement.
The council also authorized the city manager to execute a purchase agreement with Ball Furniture for furnishings at the new police station for a total of $434,561, and later approved a contract with Atlantic Emergency Solutions for a Pierce Enforcer pumper and a Pierce Enforcer aerial tower for a combined price of $3,111,000.647.
On parking, the council adopted ordinance 25‑10 to raise fines tied to the city’s new digital parking system: first offense from $10 to $25, second from $25 to $50 and third from $50 to $75, with delinquent penalties and higher calendar‑year escalations included in the ordinance.
Other votes included authorization for a purchase order to Wagman Heavy Civil to replace exposed aggregate concrete pavement on Route 132 Y (Visitor Center Drive) at a lump‑sum price not to exceed $200,405; approval of a state Temporary Assistance for Needy Families (TANF) grant appropriation of $187,500 to support stabilization services; and authorization to participate in an opioid‑related settlement with the Sackler family.
The council also passed a resolution establishing an official intent (resolution 25‑14) that would allow future use of bond proceeds to reimburse the capital expenditures for the fire apparatus purchase if doing so becomes advantageous; council discussion noted the financing strategy preserves cash on hand and leaves options open for potential future refinancing.
All substantive actions listed above were approved by recorded voice votes with council members present voting in the affirmative.
