Lieutenant Kilgore presented the public safety report to the council on Nov. 12, highlighting an officer-led response on Nov. 1 in which officers located and coordinated the medevac of an injured juvenile found on the railroad tracks.
Rescue details: According to the report, the juvenile called a department contact and reported falling on a rock face back along the railroad tracks. Officer Andrew Jacobs entered wooded terrain, located the youth about a mile down the tracks and coordinated with fire and EMS; because of the location, emergency responders hoisted the patient to an ambulance and then transported the juvenile to Shock Trauma. Council members were told the patient was treated and released the following day.
Training and community policing: The department also reported that Corporal Barrett completed 40 hours of Crisis Intervention Team (CIT) training, bringing the department’s total to four CIT-trained officers. The report noted extra patrols and auxiliary participation during Halloween and at public events, and thanked Maryland State Police troopers and the county sheriff’s deputies for support at a recent craft beer festival and election-night patrols.
Community relationship: Council members commended officers for building rapport with youth, which the report said was a factor in the juvenile contacting the department directly. The department indicated the “assist other agency” entry in the calls-for-service log corresponded to the incident described rather than to a criminal charge.
