Springfield Avenue paving nears completion; sidewalk and parking issues flagged

Town staff updated the council on multiple street and sidewalk items on Nov. 12, saying Springfield Avenue construction is winding down and that a contractor will move next to a smaller Central Avenue project.
Springfield Avenue and Central: Staff said most sidewalk work along Springfield is in place and paving scheduling with State Highways remains to be confirmed. The same contractor will then handle a shorter Central Avenue project. Council members asked about a steel plate or a recent utility cut on Central and staff said that was county work, likely emergency water or sewer repairs, and not part of the town’s upcoming stormwater project.
Sidewalk height and safety: Council members raised concerns about a new sidewalk segment in front of a repair-shop property and a significant height drop to the adjacent former gas-pump area. Staff replied the raised curb and high sidewalk are intended to prevent vehicles from driving over the curb. The town will ask State Highways to review a nearby sidewalk section that remains in need of repair and to coordinate any necessary adjustments.
Oklahoma Avenue striping and parking enforcement: Council members reported fresh striping on Oklahoma Avenue near the hill approaching the stop sign and said parked cars are reducing the usable lane width. Staff confirmed the striping was applied to delineate two traffic lanes, not parking, and said signage will be the next step to prohibit parking so tickets can be issued if drivers continue to park where they obstruct the lane. Council and staff discussed visibility concerns at the top of the hill and peak sun angles creating additional safety issues.
Coordination with county: Several council members expressed frustration about not being notified in advance of county utility cuts; staff said the town tries to coordinate paving schedules with the county but that emergency county work sometimes occurs without advance town notice. Officials asked staff to press for better two-way communication with county public works.
