The Laredo Metropolitan Planning Organization (MPO) Policy Committee on Sept. 17 adopted Resolution MPO 2025-11, approving the 2025 congestion management process (CMP) update, and voted to open 10-day public review periods for proposed amendments to the 2025–2028 Transportation Improvement Program (TIP) and for proposed revisions to the MPO’s long-range metropolitan transportation plan (MTP).
The CMP update, described to the committee by an MPO staff member, commits the MPO to ongoing data collection and performance monitoring "to analyze congestion challenges and needs, identify congestion management strategies, and evaluate the effectiveness of implemented actions," and to share results with MPO policy and technical committees and other stakeholders to guide future strategy selection.
