Laredo MPO policy committee adopts congestion-management update and opens public review for TIP and MTP revisions

The Laredo Metropolitan Planning Organization Policy Committee on Sept. 17 adopted a resolution updating its 2025 congestion management process and voted to open 10-day public review periods for proposed amendments to the 2025–2028 Transportation Improvement Program and for updates to the long-range metropolitan transportation plan.
The Laredo Metropolitan Planning Organization (MPO) Policy Committee on Sept. 17 adopted Resolution MPO 2025-11, approving the 2025 congestion management process (CMP) update, and voted to open 10-day public review periods for proposed amendments to the 2025–2028 Transportation Improvement Program (TIP) and for proposed revisions to the MPO’s long-range metropolitan transportation plan (MTP).
The CMP update, described to the committee by an MPO staff member, commits the MPO to ongoing data collection and performance monitoring "to analyze congestion challenges and needs, identify congestion management strategies, and evaluate the effectiveness of implemented actions," and to share results with MPO policy and technical committees and other stakeholders to guide future strategy selection.
The CMP is one of the MPO’s core planning documents and the resolution (MPO 2025-11) formalizes a process of corridor- and system-level monitoring, periodic evaluation of strategies using established performance measures, and reporting back to decision-makers. MPO staff told the committee the CMP was previously presented in July and no public comments were received at that meeting.
At the same meeting the committee received a staff presentation on proposed TIP amendments and voted to begin the MPO’s 10-day public review and comment period required under the MPO public participation plan. The TIP amendments presented by MPO staff include four highway revisions coordinated with TxDOT: (1) a revision to CSJ 092233205 for the Razio/Raizio Road project to change the project description; (2) reprogramming of CSJ 008614077 (U.S. 59 airport interchange) because the letting date moved to October 2028 (fiscal 2029), removing it from the current TIP years; (3) reprogramming of CSJ 008614086 (U.S. 59 conversion to freeway with auxiliary lanes and frontage roads) for the same reason (letting moved to October 2028); and (4) adding CSJ 092233242 (Columbia International Bridge Project) to the current TIP.
El Metro-suggested revisions were also presented for federal transit funding categories. Staff said the revisions would roll over apportionments from prior years into fiscal 2025, increase funding in categories 53-39 and 53-10 for certain apportionment years, and update project descriptions to include additional eligible activities (light-duty buses, software and hardware purchases, project administration and shop equipment). MPO staff reported the TIP total for the package would increase from approximately $80,979,008 to about $83,104,132 after the changes discussed.
The committee similarly voted to start a 10-day review and comment period for proposed revisions to the MTP (the 25/20/50 MTP referenced by staff). The staff presentation on the MTP revisions covered the same performance- and strategy-focused updates described for the CMP.

Why it matters: The CMP, TIP and MTP are central MPO planning documents used to manage congestion, schedule and fund transportation projects, and prioritize investments. Beginning formal public review starts a statutory or policy-required process that can change project timing and scope before items are added to the statewide TIP (STIP) or advance to construction.
What’s next: The MPO will accept public comments during the 10-day windows called by the committee; staff said TIP amendments that are considered major require formal MPO policy committee action before being added to the STIP. MPO staff also indicated the results of monitoring and evaluation under the CMP will be reported periodically to policy and technical committees.
