PLYMOUTH, Ind. — Scott Shannon (identified in the hearing as the petitioner) appealed the 2025 assessed value for property at 906 South Michigan Street at a Marshall County administrative hearing Aug. 21, 2025, arguing the assessor’s record overstates his home’s market value.
Shannon told the board he previously had the house appraised a few years ago “around $150,000” for a home-equity loan and said he does not believe the market would yield the roughly $189,300 assessed value that is under appeal. He told the board he has not made major renovations and said what had been counted as three bedrooms is effectively two because one upstairs space lacks walls and a door.
County staff said an interior visit produced a few small corrections: a roughly 600-square-foot portion of the house previously coded as crawlspace should be slab, and an upstairs full bath had been converted to a half-bath, which the county estimated removes roughly $800 in assessed value. Assessor representatives said those corrections did not materially change the total valuation.
The assessor’s office introduced recent comparable sales on Michigan Street. Peter Paul, speaking for the assessor’s office, referenced a home at 714 South Michigan that sold in 2025 for about $185,000 and said those sales point to a market level near the assessor’s figure. Paul explained the county’s valuation is driven primarily by exterior-measured square footage and by recent sales comparisons, not by bedroom counts: “the valuation is driven by the square footage taken from the exterior measurements of the home,” he said.
The petitioner said he invited assessors inside the house and showed them the upstairs layout; county staff said their notes reflect the interior visit and the modest adjustments they made. No board decision was announced at the hearing.
