At its Aug. 20 meeting the Bridgeport Board of Education finance committee unanimously referred several items to the full board and asked staff for additional documentation and earlier notice on future items. The items referred were: a state family resource center grant application for three schools, a subcontractor services agreement tied to the state's Early Start consolidation grant, and a draft five-year budget-planning manual the state requested the district present for initial review by Sept. 1.
Family resource center grant application
District staff asked the committee to refer the state family resource center grant application that covers Cesar Bartaya Elementary School, Dunbar School and Roosevelt School. Staff said the application would provide recurring funding of $111,363 for each listed site ("$111,363 each," staff stated in committee). The committee approved referral to the full board so the district's applications could proceed.
Early Start subcontractor subaward to Bridgeport Prospers
The committee also approved referral of a subcontractor services agreement that the district will use to subaward work to Bridgeport Prospers as part of a $3,060,000 Early Start grant from the Connecticut Office of Early Childhood. Staff explained the state consolidated school-readiness, child-daycare and Head Start funding into the Early Start program and assigned a subaward to Bridgeport Prospers for community engagement and local-area early childhood council planning; the district retains administrative and monitoring responsibilities. Committee members questioned the timing of the contract: the grant term runs June 30 through Sept. 30 and the item came to the committee in August. Committee members asked staff to present a clearer schedule of planned meetings and to bring the Early Start planning team for a committee briefing.
Draft budget-planning manual
District Chief Financial Officer and other staff presented a draft budget-planning manual the state required for initial board review by Sept. 1. The manual outlines roles, timelines, chart of accounts guidance and municipal–district alignment for the budget process. Several board members said they had received the document only hours before the meeting and asked for more time to review and to add board input to how the district conducts community forums and board-led budget outreach. The superintendent's office indicated the state had requested a draft and the document was submitted to meet that directive; staff said they would present the manual to the full board for further review and revision before formal adoption.
Committee action and follow-up
The committee moved each item to the full board by voice vote. Members consistently asked staff to circulate full documentation in advance of the full-board meeting, to clarify funding sources, and to bring department directors to committee meetings when items fall under their portfolios.
