Carroll County planning staff returned to the commission on Aug. 19 with the second installment of the county’s draft Water Resources Element (WRE), focusing on drinking water and wastewater capacity and long‑range supply options.
Staff summary: The presentation explained that municipal drinking‑water capacity varies across systems; Freedom (the reservoir system) shows surplus capacity under current assessments, while several systems (Hampstead, Manchester, Mount Airy, Taneytown and Westminster) show limits when planners include long‑range factors such as drought buffers, redundancy expectations and a conservative planning demand metric used by the Maryland Department of the Environment (MDE).
Wastewater constraints: Staff said New Windsor and Union Bridge are the most constrained: both communities’ wastewater treatment capacity limits available water supply because existing treatment plants are at or beyond practical expansion at their current sites. Westminster is in the process of building an indirect potable reuse plant that staff said will significantly increase its effective capacity when online. Staff recommended options including inflow/infiltration reduction, plant upgrades or new plants, water reuse where feasible, and interconnection or regional supply strategies.
Residents urge quarry monitoring: During public comment, multiple attendees raised concerns about large quarry operations and the groundwater they remove. Commenters said quarry de‑watering and large‑scale pumping could lower the water table, reduce spring flows and affect private wells and stream base flow. One resident asked whether current monitoring and permitting capture cumulative impacts from multiple quarries and whether county plans should do more to account for future quarry activity when mapping recharge and supply.
Staff response and next steps: Planning staff said the WRE uses state methodologies for long‑range supply estimates and the county’s water and sewer master plan focuses near‑term projects (10‑year horizon). The WRE, by design, includes a broader view — cataloging potential regional options such as surface‑water intakes, planned reservoirs, quarry reuse and additional groundwater sources — and presents action items for municipalities and the county, including drought management plans, emergency supply agreements and collaboration with MDE on consistency in capacity assessment methods. Staff said future commission sessions will cover stormwater, climate change impacts and emerging contaminants before sending the WRE out for a 60‑day review.
Ending: Commissioners asked staff to note quarry impacts among the action items and to check whether existing WRE language already addresses cumulative quarry pumping; staff agreed to return with the stormwater and climate sections in subsequent meetings.
