Festival Country’s board received a summary of updated policies and procedures and directed staff to send the draft to the board attorney for review before bringing it back for a formal vote at a subsequent meeting.
Donnie Robinette and other board leaders said the board consulted other tourism agencies and added standard language to address conflicts of interest, absences, nondiscrimination, harassment, emergency closings and benefits eligibility. John Young, the board attorney, said he will review the draft and noted specific legal limits—for example, government entities are constrained on random drug testing and certain personnel searches compared with private employers.
Key changes summarized in the meeting included conflict-of-interest language that allows a board member or employee with a direct financial interest to participate in discussions and provide input but not vote on the matter; an absence policy aligned with other tourism agencies; drug-free workplace language (with the attorney to review implications for random testing); clarifications on health, dental and voluntary life insurance eligibility for full-time employees; and an emergency-closing policy for weather and similar events.
Board members asked that the yellow-highlighted changes be posted to the board’s Teamwork folder and that John Young review the text; staff will post the attorney-reviewed draft and members will have another month to send comments before the board schedules a vote. The board did not adopt the policies at the meeting; the item will return after attorney review and posting.
