Pamela Burton, a member of the American Legion Post 233 Auxiliary in Edinburgh, told the board the auxiliary’s first-year goal is to place 1,500 wreaths at West Haven Cemetery and that the event could draw “several 100 people, if not over a thousand additional visitors into our community.” Burton and two Post representatives attended the meeting to describe the program and answer questions.
The grant committee had recommended approving the contribution but noted the request raised the usual question of return on investment for tourism dollars. John Young, the board attorney, advised the board that the board has discretion over how it spends tourism funds and suggested members consider both ROI and community goodwill when deciding on grants. Several board members said the requested amount was small and could be justified as a goodwill/community-support expense.
After brief discussion a motion to approve funding for 30 wreaths at $17 each was put before the board and carried. The board did not record an itemized vote tally in the transcript; roll call at the start of the meeting showed eight members present.
Festival Country staff asked how the applicant would prefer to receive the check; the applicants provided contact details on their paperwork and will receive follow-up from staff.
The grant will be paid from Festival Country’s grant budget and processed by staff following the board’s approval. The board attorney will review any written documentation as part of the routine administrative process.
Board members said they expect the group to publicize the event locally and that staff will monitor whether the sponsorship brings visitors as estimated.
