The planning commission on Thursday voted to table a special‑use permit application for a sorority at 480 Milledge Avenue after staff and commissioners raised concerns about nine requested variances, off‑site parking arrangements, and fire apparatus access.
Staff said the parcel is in the Millage Avenue (Milledge) overlay and within a local historic district and reviewed nine variance requests including increases to lot coverage, reductions in minimum landscaped area, an increase to the floor‑area ratio within the overlay, retaining‑wall height in vision clearance areas, and several drive‑aisle and parking‑related variances. Staff supported only one of the variances (related to screening adjacent to Clark Central High School) and recommended denial of the rest. Staff also said the proposed reduction in on‑site parking required for assembly events was not justified in the submission and highlighted concerns about driveway width and fire apparatus access.
Applicant representatives said they are pursuing a signed parking agreement with Clark Central High School to lease additional spaces for chapter meetings and events, and said several of the variances could be avoided with minor plan changes. The applicant’s engineer said they expected to secure a parking agreement and had made plan adjustments to achieve required drive‑aisle widths in most locations.
Commissioners voiced concern about the number of outstanding variances and the lack of a recorded parking agreement; one commissioner suggested tabling the application so the applicant could return with a finalized plan and documentation. The commission voted to table the application for up to three months so the applicant could resolve outstanding plan items and provide a definitive list of variances and a parking agreement.
The applicant will return to a future meeting with updated plans and any required agreements for further consideration.
