Council members declared Resolution 2025-25 an emergency and adopted it on first reading, extending the existing moratorium while staff and council continue study and potential zoning changes. The motion was approved by voice vote during the meeting; the transcript records unanimous “Aye” responses but individual vote names were not read aloud.
Council members discussed two central strands of concern: local community preference and the potential fiscal impact. One council member noted that, in the village’s November 2023 vote on Issue 2, about 64% of local voters opposed legal recreational or medical cannabis retail, a figure cited during debate as evidence of constituent sentiment. Other speakers pointed to possible fiscal benefits from excise taxes if a retail location were later allowed, and asked whether revenue could be used to reduce local levies.
Law director and staff advised that any local regulations would need to be added to the zoning code and that a moratorium provides time to draft proposed supplemental standards and run them through the planning commission and public-notice requirements. Council members stressed the moratorium is a temporary measure and can be rescinded if the village adopts zoning language the body prefers.
The discussion also included practical placement and compatibility questions. Council and staff noted state statutory limits and typical proximity restrictions (for example, rules about distance from schools and churches were discussed as part of possible local standards), and several members said any future location would need careful siting to avoid residential areas.
The moratorium will remain in effect for one year unless the council acts earlier to rescind it after adopting zoning amendments or other regulations. Council directed staff to continue drafting proposed supplemental zoning language and to return with options for further consideration.
