The district’s five-year plan sets intermediate annual milestones (2026–2030) for each goal. For third-grade literacy, staff proposed incremental increases that lead to a 55% “meets” target aligned with a domain-2 ‘A’ expectation under forthcoming accountability rules; staff said the target reflects the district’s economically disadvantaged population and relative-performance metrics.
Staff explained they are using AMIRA/CIRCLE as a progress-monitoring assessment platform (selected after a pilot) because it provides actionable, individualized lessons and parent-friendly reports in multiple languages; staff said beginning-, middle- and end-of-year AMIRA/CIRCLE measures will populate the district scorecards. Trustees asked about how the AMIRA/CIRCLE baselines compare with prior MAP-based baselines; staff said differences are due to measurement characteristics and committed to providing a follow-up presentation with midyear CIRCLE/AMIRA data in March.
Trustees voted to adopt the HB3 goals and associated five-year milestones as presented.
