Commission approves removal of two trees on Marin Avenue to allow drainage and lighting upgrades

Public Works and the city arborist recommended removal of two street trees within the Marin Avenue Phase 2 pavement and curb rehabilitation project so the city can install stormwater infrastructure and intersection safety lighting.

James Cirelli said extensive underground storm-drain replacement and corner-radius reductions are designed to reduce frequent ponding along Marin Avenue between Key Route and Tulare. He identified two trees recommended for removal at the Nielsen intersection: a multi-stem 18-inch liquidambar on the southwest corner (tree 2824 at 1498 Marin) that arborist John Hockridge described as having root-plate decay and evidence of root-rot fungus, and a 12-inch London plane on the northeast corner (tree 1639 at 1501 Marin) that staff said constrains the only viable location for an approach-side intersection light.

Hockridge assessed the liquidambar as “a high risk tree” with substantial decay under the root plate and signs of armillaria (root-rot fungus). On the London plane, Hockridge said the tree is healthier but was planted too close to the corner and would prevent placing the light where it would properly illuminate the crosswalk without shadowing.

Property owner Julian, representing 1501 Marin, told the commission he received the notice and supported the intersection lighting given recent collisions at the corner.

A motion to remove both trees was made and seconded; roll-call votes were: Commissioner Chan — yes; Commissioner Chang Frank — yes; Commissioner Martin — yes; Commissioner Sardinas — abstain; Commissioner Abbott — yes. The motion passed.

Staff said removal is tied to project needs (stormwater catch-basin placement and intersection lighting) and public safety goals; replacement planting opportunities will be considered where appropriate as the project design is finalized.
