Keller board backs facade grants for two East Hill properties with conditions

Keller Economic Development Board members on Aug. 18 recommended that the City Council approve two facade improvement grant requests for properties in Old Towne Keller: one for 130 East Hill (two structures on a single parcel) and one for 131 East Hill.
Hannah, a city staff member who presented the applications, said the combined eligible project cost for 130 East Hill is $17,083 and that the owners requested the program maximum of $10,000. Hannah told the board the work on that parcel covers two separate structures: a one-story building occupied by Renewed Strength Family Chiropractic and Wellness and a two-story building occupied by Clint Goine State Farm; the applicant on the file is Angela Goine, the property manager for owners Neil and Carol Watts.
For 130 East Hill the proposed eligible improvements include landscaping (new grass, decorative rock mulch, boulder planters), trim and siding repair, sanding/priming and exterior painting, and selective replacement of rotten wood in the original wood siding. The presenter noted the one-story building contains what the applicant described as original 75-year-old wood siding and that some elements would be repaired rather than replaced where feasible.
The board discussed visibility from the street, parking, past maintenance and foundation work, and whether rear-facing or non-street-facing items should count toward the grant-eligible total. A board member moved to approve the 130 East Hill request with the stipulation that the applicants provide a detailed cost breakout to City Council and that rear-facing work be removed from the grant-eligible total; the motion passed with no recorded opposition.
Separately, the board recommended approval of a $10,000 request for 131 East Hill, a nearby Old Towne property owned and applied for by Justin Sadler of Sadler Accounting PLLC. Sadler described plans to replace rotted wood in eaves and window surrounds, paint the exterior (Sherwin-Williams Eider White for windows/trim), add handrails at a one-step sidewalk transition, and install low-maintenance native landscaping and drip irrigation. The board approved the 131 East Hill application by voice vote with no recorded opposition.
Hannah told the board that, because the meeting was in late August, approved awards would likely be paid from the fiscal year 2026 facade budget (the staff estimate for available FY26 funds was $35,000). She noted the board had not awarded any FY25 facade grants to date and that the program has previously paid grants in earlier fiscal years.
What the board decided: both grant applications were recommended for approval to the City Council; the 130 East Hill recommendation included a staff-provided cost breakdown and exclusion of rear-facing items from the grant total. The board’s recommendation will go to the City Council for final action and, if approved, is likely to be paid from the FY26 facade budget.
