Microgrants, Rec Trails and BUILD/RAISE timelines: DOT and DEEP outline funding opportunities

Chris (DOT) gave an update on MicroGrants, saying the program concluded its round 2 a month earlier with strong participation and that the program will likely continue next year with limited funds and a similar allocation process to prior rounds. "We ended round 2 for a year 2 about a month ago, with another good turnout," Chris said, and added that DOT will announce details on round 3 funding soon.
Kim (DEEP) said the Recreational Trails (Rec Trails) grant program is preparing a preemptive round even though bond commission action on bonding was not included on the recent agenda. DEEP staff said they expect to open an RFP in mid-September, with an anticipated three-month application window and decisions in early 2026, timed so bond commission action could retroactively fund awards if needed. Kim said, "the last budget that passed in June did include $10,000,000 per year for 2026, 2027."
NVCOG staff also noted that in prior years the RAISE (now BUILD) program opened in November and that federal guidance can change; the group said it would monitor USDOT timing for another potential round of BUILD/RAISE grants later in the fall.
Ending: DOT and DEEP encouraged municipalities to prepare applications for MicroGrants and Rec Trails; no new awards were announced at the meeting.
