Waterbury Phase 2 design continues amid right-of-way, contamination challenges; DOT assistance now possible

Judy Mancini of Waterbury reported that design work on Waterbury Phase 2 is proceeding but has faced challenges from properties with contamination and needed easements.
Mancini said, "We're plugging along. The design aspect of this has been a little challenging based on some easements that we need and contaminated properties. So we're working." She added that NVCOG's Rich Donovan notified the group of enabling legislation: "we were notified by Rich Donovan at the COD, good news, that the legislation, with regard to DOT being able to assist with the right of way on Greenway Trails has passed." Mancini said Waterbury has a meeting scheduled with Pam Sacato and DOT staff to explore what assistance will be available.
Mancini also said the city has struggled to get respondents to RFPs for right-of-way services and that DOT assistance could help bridge that capacity gap. No schedule for right-of-way acquisitions or remediation was announced; Mancini said she hoped to have more information at the next update.
Ending: Waterbury staff will meet DOT representatives to clarify how DOT may assist with right-of-way matters; the committee received the update for coordination and information only.
