Storey County staff: USPS rules delay 89437 ZIP‑code expansion until 2028; county will press businesses to use correct ZIP

Business Development Director Lara Mather told the Board of County Commissioners on Oct. 7 that the U.S. Postal Service requires a 10‑year wait between ZIP‑code boundary reviews, which means Storey County cannot submit a new formal request to expand the 89437 ZIP code until 2028.
Mather said she began outreach after the board directed staff in August to gather letters of support from neighboring counties and to coordinate with federal offices. She said the county’s congressman’s office contacted the Postal Service and received the guidance that a boundary review can be filed again in 2028 because the formal letter establishing the current boundary dates to 2018.
Mather presented a county audit of business address usage inside the 89437 boundary. She said she researched 173 businesses in the area and found that 74 (about 42 percent) could not be verified as using any specific ZIP on public records; 50 businesses (about 29 percent) were already using the 89437 ZIP, and 37 were using the neighboring 89434 ZIP code. “Out of the 173 companies, 74 of them, I could not verify,” Mather said, and she described plans to contact individual businesses over the next two years to encourage them to use the correct ZIP code in business filings and online listings.
Board members discussed enforcement and operational limits: county staff said some state and private systems accept “Sparks” or “McCarran” as a city name even when 89437 is the ZIP code, and that some external computer systems will not accept McCarran as a locality even when they will accept 89437. Mather said the county should consider a coordinated, countywide review of ZIP codes when it becomes eligible in 2028 so all desired changes can be made together.
Why it matters: ZIP‑code assignment affects where sales and some business taxes are recorded and can influence local service delivery and economic development outreach. Mather suggested county departments use consistent address rules for business licensing and annual reporting and said staff will work with community development and tax authorities to minimize data mismatches.
Mather said the county will also focus on outreach to get businesses to adopt the correct ZIP code in the interim so that, if the county files for boundary changes in 2028, the underlying address usage will be aligned.
