Mono County staff reported that the county’s new jail project is transitioning into an active construction phase and that site work, utility installation and procurement are under way.
Public Works staff told the Board of Supervisors that the county has discontinued services with its previous construction manager and will handle much of the near-term site and utility work internally through the engineering division before vertical construction begins in spring. Staff said the contractor team, design consultants and state reviewers are in place and that submittal reviews are progressing.
The project team anticipates a roughly two-year construction timeline with substantial completion expected in August 2027. Project managers told the board they have produced cost breakdowns for components up to a total contract amount of about $30,500,000 and that they are working with the Finance Department to align funding draws, grant reimbursements and any internal loans to the construction schedule.
Staff emphasized that much of the near-term workload consists of procurement, equipment submittals, special inspections and foundation/site work, and they said collaboration with the Bureau of State and Community Corrections Facilities and the State Fire Marshal remains an active part of the oversight process.
The presentation included construction-management updates and a staffing plan for the design, inspection and finance coordination required for a project of this scale. No formal action was requested or taken; staff said they will return with schedule and draw details and that the next milestone is coordination of foundation and vertical work schedules.
Supervisors asked procedural questions and staff said they would provide an integrated schedule that merges the contractor’s Primavera plan with the county’s Microsoft Project schedule to synchronize payment draws and procurement timelines.
