Town staff told the Harpers Ferry Town Council on Sept. 11 that current projections for the WDA distribution-system projects show the town could come in under budget by roughly $150,000, though a final figure will depend on a pending pay application from the contractor.
Staff said the projected saving largely reflects lower-than-expected paving costs and other project changes. The final reconciliation will follow the contractor’s pay application at the end of the month; once the council knows the exact amount it will decide whether savings come from WDA funds, a loan, or some split of both.
Council members discussed possible uses for any remaining funds, including repairs and upgrades at the water plant such as replacing leaking valves, repairing pumps, and installing variable frequency drives. Staff cautioned that the projected savings likely would not be enough to fund an entirely new main and said a firm number will be available in October after payroll and pay-application processing.
Staff also reviewed the status of other planned projects: Prospect Street had been proposed in a prior Community Development Fund submission (fiscal 24) with an estimated cost of $1 million; the town received $500,000 toward that request and Prospect Street work was deferred into a subsequent funding round. Council emphasized it will return to the topic at a later meeting when the pay application is finalized.
