Council members said the panel will first identify the data the town needs, then propose a formal ad hoc committee that would collect and analyze that information and recommend actions.
The issue arose during new business after several public commenters urged the council to consider adaptive reuse of vacant National Park Service buildings and other measures to increase year‑round residency.
