The Harpers Ferry Town Council approved change order number 3 for Phase 1 of the town’s water distribution improvement project and adopted a resolution authorizing invoices related to construction and associated services.
Budget and Finance presented change order No. 3, reflecting final reconciliations for the project and adding roughly $3,300 to the previously adjusted contract amount; council voted to approve the change order to keep the paving portion moving forward. The council then adopted Resolution No. 10, authorizing payment of $8,571.61 from C&D (construction) funds to a contractor (GD & F) for work tied to the improvement project. Both measures passed 7-0.
Council members said that while this change order adds to the contract amount in the short term, the overall project remains within previously discussed funding expectations. Council also approved General Fund Provision 2 — a short set of budget amendments early in fiscal 2026 that carried purchases including the taser invoice and the Axon body‑cam maintenance charge — and noted contingency reductions to offset the changes. The budget revision passed 7-0.
Council asked staff to continue work on special meetings and upcoming funding discussions that will address the overall project disposition and available funding sources (including WV Water Development Authority and other grant matches).
