Huntington City Council reviewed Resolution 2025-R-86 to authorize the mayor to contract with a law firm to provide legal services to the department of development and planning on real-estate matters.
Planning director Zane Parsley told council that the city issued a request for qualifications and that Campbell Woods submitted the only responsive proposal. The contract is written as a one-year agreement with four optional one-year renewals. Parsley said many development and housing initiatives involve deeds of trust and federal funding; a dedicated firm to review federal requirements has proven useful in past projects. He said the funding for the contract will come entirely from federal grants and that the grants do not require a local match.
A council member stated that they use Campbell (Campbell Services) for real estate legal work and recused themselves from the forthcoming vote. The work session transcript records that the council member said they would recuse themselves; the transcript does not record a formal vote or adoption in the work session.
Why this matters: legal review is important for development projects that use layered federal funding and complex deeds and closings; the contract assigns responsibility for those specialized legal tasks and clarifies funding sources.
Next steps: the resolution was presented in the work session; the item will return for formal action at a regular meeting where recusal will be noted.
