The Special Magistrate, City of Oviedo, found HVPV Epic Alafaya LLC (care of Epic Real Estate Partners) in violation for inadequate maintenance of Pond 121.2 and Pond 491 at 1351 Alafaya Trail.
Code enforcement officer Lindsey Longstreet presented notice and inspection packets for each pond, including certified-mail receipts and returned green cards. Environmental Technician Cameron Caicedo testified that initial inspections on May 8, 2025 documented clogged inlet grates, sediment-filled mitered end sections, trees growing in the pond bottom and extensive vegetation. Follow-up inspections on July 16/17 and Aug. 25 found no visible maintenance. Caicedo testified the property manager and development manager met with staff and that the respondent has a construction agreement with Lake Doctors and estimated work to be complete by Oct. 3; nevertheless, the magistrate found the ponds out of compliance at the hearing.
The magistrate ordered corrective work—removal of vegetation and sediment from pond bottoms, inlet pipes, grates and mitered end sections—by Oct. 23 at 5 p.m. The magistrate set a fine of $100 per pond per day should the respondent fail to comply by the deadline. The city admitted multiple evidence packets into the record.
