The Crestview Planning Board voted to recommend adoption of Ordinances 20-10 and 20-11, forwarding both items to the City Council for final action. The measures would amend the future land use and rezone roughly 7.56 acres on Antioch Road from Commercial Low Intensity (C-1) to R-3 (single- and multifamily density).
Planning staff member Nick told the board that the application, received July 31, requests a change in future land use from commercial to residential and a rezoning to R-3. "It is currently within the city limits with a future land use of commercial and a zoning of of commercial low intensity," Nick said, adding that a conceptual plan included with the application shows a resulting density of just above 4.5 units per acre. He said the R-3 district allows up to 8 units per acre and that the proposed density would be substantially lower than what would be allowed under the existing C-1 zoning.
Nick also said the subject property is vacant, though a house to the south accesses the property through it, and that adjacent lands in Okaloosa County are zoned low-density residential to the north and agricultural to the west and south. Staff noted portions of the nearby land are wet, which reduces development potential. The staff report and the applicant's narrative and conceptual plan were entered into the record.
During the meeting the clerk read Ordinance 20-10 into the record by title as an amendment to the comprehensive plan to change the future land use designation of the parcel. After discussion, Mr. Warren moved and Mr. Echols seconded a motion to recommend adoption of Ordinance 20-10 by the City Council; the board called the question and the ayes carried. The clerk then read Ordinance 20-11 by title, describing the companion rezoning of the same 7.56-acre parcel from Commercial Low Intensity to the single- and multifamily density dwelling district.
For Ordinance 20-11, a motion by Mr. Fillmore, seconded by Mr. Medlock, passed to forward the rezoning recommendation to the City Council. No development application accompanying the application had been submitted; staff and the applicant provided only a conceptual plan and narrative. The record does not include a roll-call vote tally by member name, only the board's affirmative voice vote for both items.
No members of the public addressed either ordinance at the hearing. The board offered no additional conditions on the recommendations during the meeting. The items will next appear before the Crestview City Council for consideration.
With no director's update and no further business, the board adjourned.
