A resident speaking for Hollywood Estates asked the West Melbourne City Council on Sept. 16 to resume maintenance of the subdivision’s front entrance, saying a recently provided lease would transfer maintenance responsibility from the city to the homeowners’ association.
Joan Connolly, who said she is now the registered agent and president of the community’s HOA after the prior voluntary board resigned, told council members that 245 petition signers requested the city honor a previously signed agreement and resume maintenance. Connolly said the new lease agreement removes city maintenance obligations and places that cost burden on the community; she said she could not in good conscience sign the updated agreement and asked the city manager to reconsider the proposal.
Councilmember Francis asked whether Connolly had requested a meeting with the city manager; Connolly said she had just received the documents and asked to schedule a meeting. Councilmember Francis recommended the HOA set a meeting with the city manager and, if unresolved, return to council for further consideration.
Next steps: Staff advised Connolly to meet with the city manager to explore options; the council suggested the parties try to negotiate a solution before returning to the full council. Connolly said she did not seek legal action but wanted a practical, written resolution that preserved the community’s entrance.
