City opens and closes CAPER public hearing, reports CDBG/HOME/ESG year-end results

The City of Saginaw opened a public hearing on the Consolidated Annual Performance and Evaluation Report (CAPER) for the federal Community Development Block Grant (CDBG), HOME and Emergency Solutions Grant (ESG) programs and closed the hearing after a staff presentation and no public speakers.
Kana Franklin, deputy director of community services, presented highlights from the CAPER and said the city, as an entitlement community, must hold two public hearings each program year and open a 15‑day public comment period. Franklin said the draft report is posted on the city’s website and that the public comment period closes at close of business on September 22; written comments will be accepted and included in the CAPER.
Franklin summarized program accomplishments for the most recent year: eight jobs created in the economic development category; 17 properties demolished through a blight‑elimination program; 344 senior citizens participating in the Senior Connect program; more than 5,800 children served in youth summer activities and after‑school programs; three newly constructed houses developed in partnership with Habitat for Humanity; and emergency shelter services provided to 621 people through local shelter partners. Franklin also said the city met federal limits on spending for public services (no more than 15% of CDBG) and administrative costs (no more than 20% of all dollars).
After the presentation the council closed the public hearing; a motion to close the hearing passed by voice vote. No formal vote to accept or adopt the CAPER was recorded in the meeting transcript; the record shows the public comment period and that staff will incorporate written comments received by Sept. 22 into the final CAPER.
