The Saginaw Planning Commission approved special use permit J25‑2842 on a voice vote to allow a bed‑and‑breakfast with a public assembly (wedding/event) venue at 1446 South Washington.
Applicant Mark Raskoviak told the commission he plans a 13‑suite bed‑and‑breakfast in the existing house and to convert a 32‑by‑80 outbuilding into an event hall. He said smaller events could be held inside the house and that larger gatherings would use the converted hall and an added covered deck. Raskoviak said events would normally be weekend affairs and that overnight guests would park on‑site; he also said he would staff events and hire security to supervise parking.
Commissioners and staff discussed capacity, parking, and hours. Commissioners asked staff and the applicant to clarify how many people the house and the separate hall could safely hold, where on‑site parking would be located, and how use of nearby public parking would be managed. Raskoviak said the interior house events would be limited to about 75 people; he said the converted hall and the deck would increase capacity for larger events and that he expected to provide on‑site parking for overnight guests while also relying on public parking across the street for large events with hired parking supervision.
The commission amended the original motion and approved the permit with the staff recommendations and these additional limitations: hours of operation for events extended to midnight; no parking permitted in Hoyt Park; and any additional on‑site parking beyond the plan presented must be approved by city staff. Commissioners also noted that use of public parking requires an agreement with the city and that the city attorney would review applicable documents. The motion was moved (as recorded) and supported; the amended motion then passed by voice vote and the chair announced the special use permit was approved.
The commission made several conditions intended to limit neighborhood impacts: adherence to the city noise ordinance (which commissioners and staff cited as an 11 p.m. quiet‑time limit for audible outdoor noise), a requirement that no outdoor sound be audible off the property after the city noise cutoff, and a requirement that the applicant supervise use of off‑site public parking and secure any formal agreement required by the city. Raskoviak told the commission he planned to staff events (a 24‑hour on‑site host plus additional staff), hire a security person for parking supervision, and install formal parking on the property (he said plans show about 15 spaces but that the property could accommodate more if approved by engineering).
The commission recorded the approval of the special use permit for public assembly at 1446 South Washington as amended; the chair declared the request approved and closed that item of business.
