Council authorizes new contractor, surety tender agreement to finish utility and roadway project

The City Council on Aug. 4 approved a contract award to CK Construction & Development LLC to complete a previously abandoned infrastructure project affecting neighborhoods including Lake Ashley Circle, Dundee Manor Place and parts of Sheridan Road.
Mark Petrone, the city’s capital projects manager, told council the original contract was awarded in February 2024 to Young’s Communications (later merging and referred to as TruLine). TruLine ceased work in March 2025; the city had paid $749,879.10 on the original contract and the surety took responsibility for completion. The surety and its broker re‑bid completion work and recommended CK Construction as the completion contractor.
Petrone recommended council authorize the city manager to execute a contract with CK Construction for $8,889,277 and to add a 5% contingency of $440,004.63 for a total not to exceed $9,333,740.80. He said the surety will issue funds to cover the difference between what remains of the original contract and the new completion contract, and the project is 100% grant funded so no additional city fiscal obligation is expected.
Council asked about CK Construction’s local experience and bonding/insurance; staff said CK had worked on comparable local projects and provided required bonds and insurance. Council also asked about the roughly $1 million price difference between the original and the new negotiated price; Petrone said the surety negotiated corrections and additional work that were not part of the earlier contractor’s scope and that the surety will cover the difference. He added the new contractor will provide fresh performance and maintenance bonds covering the remainder of the project.
Council voted to authorize the city manager to execute the recommended contract and to enter the tender agreement with the surety; the motion passed 6–0. Petrone said CK could mobilize in roughly three weeks after the contract documents are in order and an official notice to proceed is issued. He estimated a substantial‑completion window discussed with the contractor and staff; further scheduling will be set at the preconstruction meeting.
