On Aug. 4 the West Melbourne City Council approved the second reading of ordinance 2025‑17, adopting city‑initiated rezoning of a 1.51‑acre city‑owned parcel at 3010 Dairy Road to P‑1 (institutional).
Planning staff explained the parcel was previously under Brevard County future land‑use and zoning and that the council’s earlier small‑scale comprehensive plan amendment had already been approved. Planning Director Christie Fisher said the remaining step was to adopt city zoning; staff recommended P‑1 institutional zoning so the city could use the site for municipal purposes.
City staff discussed possible municipal uses. The city manager and staff noted stormwater was a frequent need for the area, utility line routing was a possibility given the site’s proximity to a plant, and the parcel had been considered for a deep‑well injection location under earlier study — although staff said other leads for a deep well had since emerged. Staff emphasized the city does not plan a trash facility for the site and that specific municipal uses would be evaluated to ensure compatibility.
Councilmember Adams moved to approve the second reading of ordinance 2025‑17 as written; the motion passed 6–0.
Implementation: zoning is now P‑1; if the city identifies a municipal use, that use will proceed through appropriate design, permitting and public‑notice processes.
