Council hears plan to replace water mains on Schoolcraft, award engineering and construction contracts

The council packet showed planned replacements of 6‑, 8‑, 12‑ and 16‑inch water mains along Schoolcraft and in the Area 11 neighborhood. The city requested an amendment to the existing QBS (qualifications-based selection) contract with OHM Advisors for construction engineering and inspection services in a not-to-exceed amount of $198,334. Council staff also reported a low construction bid from Murphy Pipeline of $2,479,179; staff recommended awarding the project to Murphy and contracting OHM for construction engineering at the stated not-to-exceed amount.
Engineering staff said the work will allow the city to address known break locations, improve water reliability and avoid repeated pavement repairs. Council members thanked staff and contractors for coordinated work on other Fall road projects and offered the engineering‑and‑construction items for placement on the regular meeting consent agenda.
