Clerk's office switches merchant service to PayGov; commissioners authorize signing and ratify insurer services agreement

The Howard County clerk proposed switching the county's credit-card processing vendor to PayGov (paygov.us) to lower costs and improve customer service. Debbie Stewart, county clerk, told the board the PayGov rate would be "about point 5%" lower than the county's current vendor; "PayGov charges 3%" was how she summarized the new rate at the meeting.
Stewart said the switch was prompted both by the lower percentage fee and by PayGov's outreach and customer-service responsiveness; she told commissioners the county previously used PayGov before switching vendors and that PayGov had approached the office to return. The board moved, seconded and approved the agency service agreement to change merchant providers. The clerk asked the board to authorize her to sign the contract; the board voted to authorize the clerk to sign.
Earlier in the meeting the board also ratified a signature on a client services and fee agreement with USI Insurance Services to handle the county's property and casualty insurance matters. The county attorney/staff member presented the USI agreement and asked the board to ratify a prior signature; commissioners voted to ratify that signature by voice vote.
