Commissioners approve petition to vacate 12-foot easement for Willis trust; schedule public hearing for separate county-owned right-of-way vacation

The Howard County Board of Commissioners voted to vacate a 12-foot easement along the eastern side of property owned by the Lester C. Willis Jr. and Patricia L. Willis Trust after the petitioner presented documentation showing utility consent and certified notice to adjoining owners.
Attorney and petitioner David Barrett told the board he had filed the petition and attached exhibits demonstrating that utilities had been contacted and that the utilities not only had no objection but "consent to the actual vacating of that easement." Barrett also said adjoining owners were notified by certified mail and that newspaper notice had been published; he provided the documents to the board.
After a motion and second, the board voted "Aye" and approved the vacation.
Separately, a representative for Craig and Rebecca Henry requested the board set a public hearing on a petition to vacate a county right-of-way that the petitioner said currently runs through the middle of the house on the parcel. The board scheduled the public hearing for its Oct. 16, 2025, 8:30 a.m. meeting and placed the matter on that agenda for public notice and adjoining-owner letters.
