County highway asks Redevelopment Commission to fund failing guardrail; commissioners approve request pending a second bid

Delaware County Highway Department engineer Tommy Humber told the Redevelopment Commission on Oct. 9 that a section of guardrail near Walnut and Rorton roads is "a huge liability" and out of compliance with current end‑treatment specifications.
Humber said the highway department has two separate contractor quotes: one for a short section and a second for a full‑run replacement. He said one contractor quoted roughly $27,087.50 for the short area and the full replacement quote was about $68,500. Humber said Drew Corporation submitted a quote of roughly $17,073 for a related Wharton Road project and that a second Drew quote for the full run was expected within days.
Humber said the highway department had exhausted other guardrail funding and was asking the Redevelopment Commission to fund the replacement. He added the department will pursue in‑house traffic control or other cost savings and return any unused funds to the Commission: "If we can do the in house safety control, we would bring that money back to you. Anything that we can save by helping out ... we will bring the money back."
Commissioners agreed to approve the department’s request to pursue redevelopment funding, and a motion carried on a roll call vote. Commissioners also asked that the second Drew Corporation estimate be provided before the next meeting so staff can follow procurement protocol and the Commission can review final contractor pricing.
Humber said guardrail installation can proceed in cold weather provided the ground is not frozen. The Commission did not set a final payment amount; staff will process invoices after the second estimate and final invoicing are received.
