Marshall County commissioners on Oct. 6 approved a series of ordinances, routine permits and administrative actions during a regularly scheduled meeting in Plymouth.
The board passed three ordinances on second and third reading after suspending the rules: the vacation of an alley in Tyner (Ordinance 2025-24), creation of a Court Appointed Special Advocates department (CASA) (Ordinance 2025-23) and establishment of the purpose for an EPIC fund (Ordinance 2025-25). Commissioners also adopted Resolution 2025-11 to opt in to Indiana Code 5-23-1 procurement provisions that allow public-private procurement procedures.
In addition to ordinances, the board approved multiple right-of-way and utility permit requests from broadband and cable firms — including Comcast, BSM Group, Brightspeed (Bright Speed), and Mediacom contractors — and approved several other routine highway department items, change orders and final tracing plans for upcoming striping work.
The board approved a financial commitment letter to apply for 2026 Community Crossings matching grants and authorized extended hours for the treasurer, auditor and assessor around the county tax due date.
Other affirmative actions included: ratification of a DocuSign related to Bridge 87, approval of a change order with no cost for Randolph Street striping (CODash003), approval of final tracing plans for United Consulting, and authorization for the president to sign purchase documents for 401 West Jefferson Street pending council funding approval.
Several items were approved contingent on funding or further review, including an agreement to move the county jail’s internet service and a plan to bill tower users rent if the county replaces a previously informal in-kind swap for communications service. The board approved a $4,500 training request for drone certification out of the public safety grant and authorized a $7,251.75 security camera contract for the Marshall County Health Department building.
