The Greene County Redevelopment Commission on a unanimous vote accepted a 50% payment from the Battery Innovation Center and recorded the center's plan to make the remaining balance by Dec. 1, 2025 and to resume scheduled semiannual payments beginning Feb. 15, 2026.
Les Alexander, representing the Battery Innovation Center, presented a written proposal describing the payment plan and a recovery strategy in light of reduced revenue from state and federal contracts. Alexander said, “The bid will pay $56,846.84 on September 25, 50% of the August 2025 installments. If I received the balance from the Indiana State grant award funding, Bick will make the remaining payment of $56,000 and a $146.84 on before 12/01/2025. The bid anticipates that it will resume all normal payments February 2025.”
Commissioners clarified timing and amounts during discussion. A center representative identified in the meeting as Jeff told commissioners the organization runs about $4.5 million a year and that roughly 20–25% of its revenue is tied to state and federal sources. Jeff told the commission the center had received partial state reimbursement and expects additional payments within about 60 days; the center said it has not laid off staff while it rebuilds its pipeline.
Commissioner Scott moved to accept the payment plan as described in the written letter; another commissioner seconded. After brief discussion the commission voted unanimously to accept the 50% payment and the proposed schedule for the remaining balance and resumed payments.
The commission accepted the center’s open invitation to arrange a site visit to review lab and test equipment and to better understand the center’s operations.
The commission recorded no changes to the written timeline at the meeting; the center said it would notify the board in writing if the schedule changed.
Less-critical meeting items continued after the vote.
